| Intersessional Meeting starts in Paris |

| Paris, 15 July 2003. Today the latest preparatory meeting towards the WSIS started in Paris. The so-called Intersessional Meeting became necessary as the second PrepCom conference in February had not advanced far enough on drafting the WSIS Declaration and Action Plan. These documents will be developed further during the next few days. Civil Society organisations will have the chance to contribute statements every day at the beginning of negotiation sessions. Amongst the major points of conflict during the first day were the Right to Information, the Right to Communicate, and the Right to Development.
