First phase of WSIS Summit concluded | |
| Governments adopt Declaration and Action Plan |

| This evening, governments formally and unanimously adopted the WSIS Declaration of Principles and Plan of Action in their final plenary. Before they heard a final set of interventions from the multi-stakeholder parallel events, which had taken place during the past few days, and received the Civil Society Declaration from the Content and Themes Civil Society Group. The documents had already been agreed upon during an extensive preparation process, so that the summit itself did not open any new negotiations. Rather then the elaborations by government actors, the civil society side-events had represented the most interesting debates during the actual summit days. Among them were the World Forum on Communication Rights (11 December) and the Community Media Forum (12 December). With the adoption of the summit documents, the first phase of the World Summit on the Information Society has officially ended. |
