Civil Society Background Papers on Finance, Internet Governance
  1 July 2004. A number of interesting background and discussion papers have been produced recently by civil society groups active in the WSIS process.

As input to the debate of the issues that were most contentious during the first stage of WSIS - namely internet governance, financing for ICT initiatives in developing countries, and "e-strategies" - the Association for Progressive Communication (APC) has commissioned three discussion papers written by civil society experts in the areas.

Other new papers include an overview on financing mechanisms by Rainer Kuhlen (Nethics, Germany) and a draft financing paper by the Swiss NGO coalition for WSIS, Comunica-CH.
